Hello,
The IP Core Factory is completely automatic, and there is no cost involved to any side. The number of cores user X has generated is of no interest, and there's no real way to track that, as Gmail-based accounts are allowed. So there is no need or reason to hold back.
Only note that generated cores can't be deleted from your account, so if you'll reach 40-50 of them, it becomes a bit crowded. But you can always open another account in that case, possibly with a Gmail or alike.
