Yes, Xillybus supports using a Zynq-7000 device as a PCIe device.
In fact, Zynq-7000 devices are just Artix-7 or Kintex-7 FPGAs with an ARM processor on them. Specifically, the range of Zynq-7000 devices that also have a PCIe interface are all Kintex-7 based.
So, in order to work with a Zynq-7000 device's PCIe interface with Xillybus, send an email to Xillybus support requesting access to the demo bundle that targets ZC706. When generating custom IP cores at the IP factory for Zynq-7000, select Kintex-7 as the target.
